The jacket is the outer protective layer, and it determines abrasion resistance and how flexible the cable stays in cold venues. Cables with brittle or stiff jackets develop internal breaks when coiled repeatedly; cables with flexible rubber or PVC jackets hold up significantly better over time.
Strain relief is the protective boot where the cable meets the plug housing, and it distributes bending stress away from the solder joints inside the connector. Good shielding, a tight, complete conductive braid or spiral wrap around the signal conductor, is essential for a live cable.
